The Township does not issue general mercantile licenses; however, the Township Clerk issues certain specialty licenses, such as food, massage, taxis, second-hand dealers, etc. Please visit the Licensing Page for more information.
A Zoning Permit and a Certificate of Occupancy is required for every new business, new use, new occupancy, new owner, or tenant fit-out. You may apply for a Zoning Permit and a Certificate of Occupancy at the same time. However, the Construction Office will not issue a Certificate of Occupancy until a Zoning Permit has first been issued.

A filing delay of 10-14 days is typical for tickets issued by the New Jersey State Police, Camden County Park Police, and Delaware River Port Authority / Port Authority Transit Corporation. Red light running is one of the major causes of collisions, deaths, and injuries at signalized intersections in the U.S. The National Highway Traffic Safety Administration (NHTSA) estimates that 20% of drivers do not obey intersection signals.Red Light Camera
Crashes caused by red light running result in more than 800 fatalities and 165,000 injuries each year, according to the NHTSA. The economic impact of red light running on society is estimated to be $14 billion annually. Other motorists and pedestrians account for nearly half the deaths caused by red light running crashes. -

Traditional traffic law enforcement is intensive and high-risk. Police departments rely exclusively on the presence of officers to observe violations and cite offenders, which is limiting. Officers cannot be everywhere. When officers observe a violation, it is not always possible to safely stop the violator because the officer may have to speed or run a red light to do so. This can endanger motorists and pedestrians as well as police officers. Plus, traffic stops in high-traffic areas can increase congestion.Red Light Camera
Communities lack the resources necessary to allow police to patrol intersections as often as would be needed to ticket all motorists who run red lights and thereby make a significant impact on red light running. Red light cameras are designed to identify traffic law violators without depending on the presence of police officers, allowing communities to focus on other enforcement needs. -

Redflex technology is designed to photograph only those vehicles entering the intersection after the light has turned red. While drivers who fear a ticket for red light running can cause a rear-end collision by applying their brakes too quickly, these types of accidents are far less dangerous than the typical right-angle collision caused by red light running. To ensure the most effective service at the time of an emergency, our firefighter crews must stay together during their entire shift. Our firefighters work 24-hour shifts and have no scheduled meal breaks. They usually stop to pick up food and supplies for the station. The Township does not require business licenses for most types of businesses; however, every business is required to obtain a Zoning Permit. The zoning permit will determine whether or not the business you wish to open is a permitted use in the location in which you plan to operate. In addition to determining the acceptability of the type of business the Township must determine the suitability of the site to support your business, in most cases this simply involves making sure there is enough on-site parking. Whether or not you need building permits or a certificate of occupancy prior to opening is dependent on a number of conditions. If you are doing any construction inside the building it is best to check with the construction department to determine if permits are needed. Some examples of work that requires permits would include new lighting, new plumbing, or adding or removing walls. If you are not making any changes to the interior or exterior of the building you may still be required to obtain a certificate of occupancy. All businesses fall within a designated “use group” per State building codes. If you are changing the “use group” that is occupying the space from a lower use group (A) to a higher use group (M) you will be required to obtain a Certificate of Occupancy. The inspection ensures that the building meets all safety requirements mandated for that “use group.” If you are staying within the same “use group” you are not required to obtain a Certificate of Occupancy. However, the Township will inspect the unit at the new tenants request and will issue a Certificate of Continued Occupancy if the unit passes the inspection. We recommend that new business obtain a Certificate of Continued Occupancy when a Certificate of Occupancy is not required. It is to the new occupants benefit to ensure that all safety requirements are being met prior to occupying the space.Business

Every business in the Township is required to obtain a Sign Permit whenever they are installing a new sign or changing an existing sign. This applies to façade, as well as, freestanding signs. Sign permits are available online or in the Department of Community Development (Room 202). Sign permit applicants will be required to submit an illustration of the sign with the permit application. Please be sure to fully complete the application as incomplete applications will not be accepted.Business

There are a number of situations that may trigger the need for an application to one of the Township’s Land Use Development Boards. If you are opening a new business in Cherry Hill and you are planning to build a new building, make changes to the building or parking lot, you may need to apply to the Planning Board for a site plan approval. The size of the change will determine if the site plan approval is major or minor. In addition, if you are substantially changing the use of the site from its previous use you may be required to present a Change of Use application to the Planning Board. If the type of business you are intending to operate is not a permitted use in the zone in which you want to locate you must apply to the Township’s Zoning Board of Adjustment for a use variance. If a site plan is required in conjunction with the use variance the Zoning Board will review the site plan instead of the Planning Board. Each Board has a dedicated administrator that can help you through the application process. Any incorporated business is also required to be represented by Council that can help you with the application requirements. Please keep in mind that the process of applying to either Board can be a lengthy process. Applications that are not complete will be deemed so and a list of items that must still be submitted will be sent to the applicant. An incomplete application can slow down the process significantly. In addition, both Boards meet twice per month so your ability to get on an agenda will depend on the completeness of your application and the number of applications that are already scheduled.Business

The Township requires an exterior inspection through the Office of Property Maintenance while the Fire Department conducts an inspection per New Jersey Fire Code.

The cost of inspection is $100, due prior to inspection. Checks and applications can be mailed or dropped off at the Public Works Complex, 1 Perina Boulevard, from 8 a.m. to 3:00 p.m. Monday through Friday. Payment can also be processed utilizing the online application.

Subrecipients are entities that receive a subaward from the Township of Cherry Hill to carry out a program or project on behalf of the Township. These subrecipient awards will be provided through a combination of an application process and form of legal agreement/contract between the subrecipient and the Township. Subrecipients must comply with the applicable requirements in the Treasury’s Uniform Guidance including the treatment of eligible uses of funds, procurement, and reporting requirements, including audit pursuant to the Single Audit Act and 2 CFR 200, Subpart F. In contrast, beneficiaries are entities that receive funds for the purpose of directly benefitting from the funds granted to combat the negative public health or economic impacts caused by the pandemic. Beneficiaries are not subject to the same monitoring and reporting requirements of a subrecipient.

In the duplication of benefit calculation, repayable private business loans are not considered a form of alternate funding assistance and should not be considered when calculating a duplication of benefits.

A duplication of benefit exists if an applicant applies for RISE grant funding for the same use or impact previously applied for and made whole through alternate federal, state, or local grant funds.

To assist in determining if a duplication of benefit exists, applicants are required to disclose all alternate funding previously applied for and received for the same impact and/or use they are currently applying for through the Township’s RISE program. Applicants will also be required to fill out an Exhibit to demonstrate the total value of the estimated need and/or impact and itemize all alternate funding received for the same. If the need is less than the total of the alternate and RISE grant funding being applied for, a duplication of benefits exists and the applicant would not be eligible for RISE grant funding. In some instances, a reduced RISE grant application amount may result in eligibility, as long as the total need remains equal to, or greater than, the total amount of alternate and RISE grant funding combined.

Contractors, consultants and/or vendors that may be interested in submitting a bid for ARPA infrastructure projects should visit the Township’s Purchasing Department website located here - https://www.chnj.gov/191/Purchasing. Vendors may fill out the Vendor Form to be added to the Cherry Hill Township Vendor List or a contractor, consultant and/or vendor can sign up to receive a text message or email when new bids are posted to the Purchasing website.
Please note, as part of the ARPA treasury requirements, all contractors, consultants, and/or vendors are required to have a SAM.Gov ID number. The process to register with SAM.gov is free, but please note, due to a recent influx of registrations, it may take up to 6-8 weeks to finalize your registration, so please keep this in mind.
