The Township of Cherry Hill (hereinafter the “Township” or “Owner”) is soliciting proposals from qualified firms interested in performing the duties and functions for a Third Party Elevator Inspections firm and intends to award a contract for the defined scope of work in accordance with N.J.S.A. 19:44A-20.5 et seq. SEE SPECIFICATIONS FOR FURTHER INFORMATION > Must follow N.J.A.C. 5:23 (UCC) in regards to all required timeframes for plan reviews, inspections and emergencies. If the agency cannot guarantee a response time less than the maximum, please state this in your proposal. > Emergency inspections shall be included in the scope of this contract. The agency shall state the time necessary to respond for emergency inspections that will be submitted to the Construction Official. > A backlog of inspections will NOT be permitted in the Township of Cherry Hill. Therefore, it is the responsibility of the agency to ensure sufficient coverage for the required inspections, follow-up inspections, plan reviews, etc. and all other duties as determined by the Construction Official in accordance with the New Jersey Uniform Construction Code. Backlog as determined by the Construction Official is sixty (60) days. When requested and approved by the Construction Official, the onsite agency shall provide the additional inspectors within three (3) business days resolve the backlog. > Sub-Code Official(s) and Inspector(s) are required to work within the boundaries of Cherry Hill Township from 7:00 a.m. to 5:00 p.m. Monday through Friday excluding legal holidays only. Sub-Code Official(s) and Inspector(s) are required to report back to the office at the end of each day to return inspection logs and follow up on plan reviews. > Sub-Code Official(s) and Inspector(s) are to appear before the Board of Appeals or other courts as may become necessary from time to time. All coordination for such activity will be administered by the Construction Official and Municipal Attorney. > Sub-Code Official(s) and Inspector(s) must have good oral and written communication skills and basic computer knowledge for the purpose of entering inspection results. > If necessary, all computer training for Sub-Code Official(s) and Inspector(s) as required by the Construction Official will be the responsibility of the third-party agency. > All Sub-Code Official(s) and Inspector(s) shall have a background investigation completed by the Township of Cherry Hill and will be required to provide all information necessary to complete said background investigation to Township Officials. > Should an agency be terminated or a contract cancelled for any reason, completion of all permits issued by its Sub-Code Official(s) will remain the responsibility of the agency. If inspections are not performed as required by the Construction Official, the agency will lose all rights to complete the permit and all associated fees. Cherry Hill Township is the sole owner of all permits > It is anticipated that the Township will require monthly itemized invoices for all services and will subject these invoices to audit at least annually. Please submit an example of a typical invoice that your agency provides to a public entity.

It is required that the Sub-Code Official(s) be available at the Construction Office to meet with the public and the Construction Official Monday through Friday from the hours of 7:00 a.m. to 5:00 p.m. All inspections and/or re-inspections shall take place between the hours of 7:00 a.m. and 5:00 p.m. and are to be performed in a timely manner as prescribed by the Uniform Construction Code and as directed by the Construction Official. All Inspectors are to report back to the Code Enforcement Office (Room 205) at the end of the day and hand in all paperwork and all inspections performed. It is understood that the private enforcing agency will adhere to and comply with all required procedures and responsibilities as required by the Municipality. Failure to comply with any procedures or responsibilities shall be cause for immediate termination.

The applicant/proposer shall submit 1 original with original signatures marked "ORIGINAL" and 2 complete and exact copies of the original marked "COPY" of his/her proposal and should submit an electronic copy on a CD or flash drive.
