Up to $45,000 or to an amount of need that may be clearly demonstrated by applicants.
Eligible uses for awarded subrecipient ARPA funds are any costs associated with designing and implementing a project or program to mitigate or respond to an impact created by the pandemic on an identified population or group within the community. Each awarded subrecipient will be required to provide proof of expenditures associated with the program as well as report on the performance of the program itself.

Subrecipients are entities that receive a subaward from the Township of Cherry Hill to carry out a program or project on behalf of the Township. These subrecipient awards will be provided through a combination of an application process and form of legal agreement/contract between the subrecipient and the Township. Subrecipients must comply with the applicable requirements in the Treasury’s Uniform Guidance including the treatment of eligible uses of funds, procurement, and reporting requirements, including audit pursuant to the Single Audit Act and 2 CFR 200, Subpart F. In contrast, beneficiaries are entities that receive funds for the purpose of directly benefitting from the funds granted to combat the negative public health or economic impacts caused by the pandemic. Beneficiaries are not subject to the same monitoring and reporting requirements of a subrecipient.
In the duplication of benefit calculation, repayable private business loans are not considered a form of alternate funding assistance and should not be considered when calculating a duplication of benefits.
A duplication of benefit exists if an applicant applies for RISE grant funding for the same use or impact previously applied for and made whole through alternate federal, state, or local grant funds.
To assist in determining if a duplication of benefit exists, applicants are required to disclose all alternate funding previously applied for and received for the same impact and/or use they are currently applying for through the Township’s RISE program. Applicants will also be required to fill out an Exhibit to demonstrate the total value of the estimated need and/or impact and itemize all alternate funding received for the same. If the need is less than the total of the alternate and RISE grant funding being applied for, a duplication of benefits exists and the applicant would not be eligible for RISE grant funding. In some instances, a reduced RISE grant application amount may result in eligibility, as long as the total need remains equal to, or greater than, the total amount of alternate and RISE grant funding combined.
Contractors, consultants and/or vendors that may be interested in submitting a bid for ARPA infrastructure projects should visit the Township’s Purchasing Department website located here - https://www.chnj.gov/191/Purchasing. Vendors may fill out the Vendor Form to be added to the Cherry Hill Township Vendor List or a contractor, consultant and/or vendor can sign up to receive a text message or email when new bids are posted to the Purchasing website.
Please note, as part of the ARPA treasury requirements, all contractors, consultants, and/or vendors are required to have a SAM.Gov ID number. The process to register with SAM.gov is free, but please note, due to a recent influx of registrations, it may take up to 6-8 weeks to finalize your registration, so please keep this in mind.
